Abu Dhabi: The Environment Agency – Abu Dhabi (EAD) has taken over the waste management licensing services previously managed by Tadweer (Abu Dhabi Waste Management Company).
This transfer includes licensing and permitting, tracking and monitoring waste vehicles, implementing the tariff system, acting as the Sector Regulatory Authority (SRA) for the waste sector, and conducting inspection and compliance activities for waste traders, transporters, and collectors.
Faisal Ali Al Hammadi, Executive Director of the Environmental Quality Sector at EAD, emphasized that this transition aligns with Tadweer’s new mandate. He stated, “Abu Dhabi remains committed to providing a healthy, clean, and safe environment for all residents. EAD, as the regulatory authority for waste management, is dedicated to enhancing the sector by developing regulatory instruments and ensuring compliance with laws and regulations through effective enforcement.”

EAD will now be responsible for issuing licenses and permits for waste management operations, including waste transportation, trade, treatment activities, and waste export operations outside the emirate. The Agency will also oversee small construction projects and act as the Sector Regulatory Authority for the waste sector to ensure compliance with occupational safety and health management systems.
The transfer of services from Tadweer to EAD was smooth and did not affect customers or environmental service providers in Abu Dhabi. Customers will continue to access waste management services through government digital platforms like “TAMM & Meps.” Al Hammadi noted that EAD will collaborate with strategic partners to ensure best practices in waste management while prioritizing customer satisfaction.
EAD will issue licenses for Environmental Service Providers (ESPs) involved in waste collection, transportation, trading, and treatment. Permit categories now managed by EAD include waste export outside the emirate and construction and demolition NOCs. EAD will handle inspection and violation tasks for ESPs, waste generators, and any illegal activities or practices.

To ensure effective monitoring and control, EAD will oversee waste transportation activities by continuously monitoring waste routes from start to final destination. This includes installing GPS devices on waste vehicles to track movements, monitor illegal dumping locations, and identify non-compliance practices by facility operators. EAD will also track the movement of waste outside Abu Dhabi and monitor hazardous waste transport, taking legal action against any illegal activities.
