Dubai: The UAE’s Vice President, Prime Minister, and Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, has announced the establishment of a new cabinet in the wake of President His Highness Sheikh Mohamed bin Zayed Al Nahyan’s assent.
H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai and Chairman of the Dubai Executive Council, has been appointed as the UAE’s Deputy Prime Minister and Minister of Defence, while H.H. Sheikh Abdullah bin Zayed Al Nahyan has been appointed as the Deputy Prime Minister in addition to his role as Minister of Foreign Affairs.
A Minister of Sports and a Minister of State for Entrepreneurship have also been appointed as part of the new formation, which involves a significant overhaul of the UAE’s educational system.

His Highness Sheikh Mohammed bin Rashid Al Maktoum said that, “Following consultations with President His Highness Sheikh Mohamed bin Zayed Al Nahyan, and after his approval, and in continuation to the ongoing development of the structure of the UAE government, we announce today a new cabinet reshuffle as follows: Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum joins the UAE government as Deputy Prime Minister and is appointed as Minister of Defence.”
“Sheikh Hamdan is a true supporter. He is a leader who loves people and is loved by them. We have high confidence that he will be a valuable addition to the UAE government, and a major contributor to shaping the future of the UAE,” His Highness added.
New Structure of the Education Sector
- The new education structure supports the sustainable development of the sector by promoting strong governance and linking education to human development and the community.
- It aims to improve cooperation among educational entities to implement strategic plans effectively and enhance communication and participation.
- The initiative focuses on quality, continuous evaluation, and monitoring progress to meet the needs of all community members.
- It seeks to create a sustainable system that supports educational and professional growth from an early age and encourages lifelong learning for future prosperity.
- Additionally, the cabinet reshuffle aims to align visions across education, human development, and the community, fostering collaboration to achieve shared goals.
- It also aims to attract and nurture talent to improve education and support all members of society by addressing national educational needs and challenges.

Education, Human Resources and Community Development Council
Components:
- Includes Quality of Education Centre, General Secretariat, Ministry of Education, Ministry of Higher Education and Scientific Research, federal universities, Ministry of Human Resources and Emiratisation, and Ministry of Community Development.
Responsibilities:
- Approve vision and strategic directions for education and human development.
- Endorse performance indicators and key targets.
- Oversee federal entities and monitor progress.
Quality of Education Centre
- It is responsible for monitoring educational outcomes, student performance, and process efficiency in both the public and private sectors.
- It uses standardized frameworks and tools for this purpose.
- The center aims to improve quality measurement in all educational institutions and publish approved performance reports to promote transparency.
- It will also propose policies to enhance education quality, ensuring alignment with labor market needs and community goals.
General Secretariat of the Education, Human Resources and Community Development Council
- The new education structure includes a General Secretariat for the Education, Human Resources, and Community Development Council.
- This body will support the council’s tasks and manage the implementation of the new structure with a clear change management strategy.
- It will also build a strong digital infrastructure for educational data, linking it to community and labor market information to improve decision-making.

Ministry of Education
New Structure:
- The Emirates School Education Foundation and the UAE Federal Agency for Early Education have merged with the Ministry of Education.
- The Ministry is now responsible for all stages of early and general education.
Responsibilities:
- Developing frameworks and policies for general education.
- Creating strategies, legislation, and regulations for education from early childhood to secondary levels.
- Overseeing both public and private education, including technical and vocational programs.
Ministry of Higher Education and Scientific Research
- The new structure includes the Ministry of Higher Education and Scientific Research, which will set policies for public and private higher education and connect them to the job market. This aims to improve the competitiveness of institutions and support academic research.
- The ministry will also collaborate with educational institutions to align what students learn with the needs of higher education, fostering strong links and joint programs with the job market to ensure graduates meet the demands of key sectors.

Minister of State for Entrepreneurship
- The new cabinet has appointed Alia Abdullah Al Mazrouei as Minister of State for Entrepreneurship to create economic opportunities for Emiratis and help them benefit from the national economy’s growth. Al Mazrouei has extensive experience in both the private and public sectors, particularly in entrepreneurship.
- Since February 2022, she has been the CEO of the Khalifa Fund for Enterprise Development, working to promote entrepreneurship and support small and medium-sized enterprises in Abu Dhabi. She has also held several important positions in leading government organizations.
