Sharjah: A meeting of the Sharjah Executive Council (SEC) was recently chaired by H.H. Sheikh Sultan bin Mohammed bin Sultan Al Qasimi, Crown Prince, Deputy Ruler of Sharjah, and Chairman of the SEC which was also attended by H.H. Sheikh Sultan bin Ahmed bin Sultan Al Qasimi, Deputy Ruler of Sharjah, and Deputy Chairman of the SEC.
During the gathering, the SEC examined several matters on its agenda related to the advancement of governmental initiatives in the Emirate of Sharjah and the continuation of other development initiatives.
In regards to the executive regulations of Law No. (8) for 2017 on procurement, tenders, auctions, and warehouses for the Government of Sharjah, the council adopted Resolution No. (28) for 2022.
The decision by the SEC strives to:
- Organizing and simplifying the policies, procedures and methods of procurement and contracting in government agencies, in order to ensure these agencies the efficiency and effectiveness of the process in which the procurement is made.
- Reducing the costs borne by government agencies, and preserving their funds and assets in accordance with the provisions and procedures referred in this resolution.
- Ensuring the existence of an effective procurement system that enables government agencies to achieve quality and efficiency in procurement operations within a short period of time.
- Achieving the highest level of transparency and achieving the highest standards of competition among suppliers.
- Developing mechanisms for preparing and managing government tenders and working to provide financial savings in contracting and purchasing processes.
- Determining the provisions and procedures that must be adhered to by the employees of government agencies concerned with procurement and contract management officials.
- Determining the principles that government agencies must follow in purchasing operations, in accordance with the provisions and procedures referred to in this resolution.
- Defining policies and procedures related to the processes of receiving, storing, evaluating and disbursing materials, re-ordering, archiving and controlling them.
- Working on developing procurement policies, procedures, techniques and systems to ensure the improvement of the efficiency of the financial and administrative performance of procurement.
The Sharjah Consultative Council’s revisions to a draught bill modifying Law No. 5 of 2010 concerning the Sharjah Real Estate Registration Department were also examined by the Council.
The SEC instructed to finish up its legislative session by submitting the draught bill to H.H. the Ruler of Sharjah.
