Dubai: Dubai’s Roads and Transport Authority (RTA) has conducted a comprehensive field awareness campaign across winter camps as part of its efforts to strengthen health, safety, and operational oversight of recreational off-road motorcycle rentals.
The initiative aimed to educate licensed operators about the rules, procedures, and requirements for obtaining permits, as well as the regulations governing such activities, in coordination with relevant government entities.
The campaign specifically targeted 32 outlets engaged in recreational off-road motorcycle rental activities in Al Awir, where operators received bilingual (Arabic and English) awareness materials via QR codes.

These materials included Executive Council Resolution No. (18) of 201, which regulates the licensing and operation of recreational off-road motorcycles in Dubai, along with a list of regulatory violations, licensing conditions, and establishment obligations outlined in the identification card for this activity.
Saeed Al Ramsi, Director of the Licensing Activities Monitoring Department at RTA’s Licensing Agency, explained that, “Through this campaign targeting those engaged in recreational off-road motorcycle rental activities, RTA aimed to disseminate knowledge and emphasise the importance of full compliance with the applicable laws and regulations to ensure the safety, security, and well-being of individuals participating in such activities at winter camps.”
“These camps are witnessing increased activity from residents and tourists keen to enjoy recreational off-road motorcycle riding, particularly during this period as the weather becomes more pleasant in the winter season. Organizing such campaigns helps project a positive image of these destinations as safe and well-regulated venues for practising this activity, while contributing to enhanced levels of safety and security,” Al Ramsi added.

The campaign also reiterated the importance of adhering to Executive Council Resolution No. (18) of 2017, promoting safe and correct use of recreational off-road motorcycles within designated areas. It encouraged compliance with registration requirements and regulatory obligations applicable to companies, institutions, and individuals, including proof of ownership.
Under the resolution, rental offices must maintain a dedicated register recording renters’ names, nationalities, ages, and rental details, such as date, time, and duration. They are also required to:
- Provide renters with a safety guide before use.
- Avoid renting motorcycles to individuals under 16 years (unless under parental supervision) or medically unfit persons.
- Ensure availability of firefighting and first-aid equipment.
- Install clear safety and guidance signage.
- Refrain from using unlicensed or non-compliant motorcycles that do not meet RTA’s safety standards.
As part of the campaign, RTA also distributed an information card to companies in the sector. The card outlined relevant legislation, RTA’s regulatory departments, and the authorities to be consulted before and after obtaining permits. It also detailed the terms, procedures, and obligations for permit issuance, along with service channels linked to the applicable regulatory framework.
