Dubai: The Ministry of Human Resources and Emiratization (MoHRE) has announced the issuance of Ministerial Resolution No. (0702) of 2025, which clearly defines the responsibilities, obligations, and penalties applicable to business centers and their employees.
These business centers, which are private-sector institutions authorized to provide support to establishments and individuals seeking MoHRE’s services, must now comply with a comprehensive set of governance, legal, and administrative standards.
The new resolution is part of MoHRE’s ongoing strategy to enhance governance across its service ecosystem, develop the UAE’s legislative and regulatory framework, and adapt to the country’s rapid labour market growth.
It also aims to ensure operational transparency, reliability, and customer protection, while promoting integrity and efficiency in all business centre transactions.

Under the resolution, business centers are required to pre-screen their employees before granting them user access to MoHRE’s electronic systems. Such access allows authorised personnel to assist clients in availing of the Ministry’s services.
Business centers must also ensure the confidentiality of customer information, documents, and data, maintaining strict privacy standards in line with MoHRE’s regulatory requirements. The resolution also identifies a detailed list of violations that could result in administrative penalties or legal action.
Key violations and penalties
Violations include operating beyond the authorized scope of licensed activities, failing to maintain legitimate and verifiable employment relationships with registered workers, committing or being complicit in human trafficking crimes, employing or recruiting a worker without obtaining a valid work permit, and failing to employ a worker after a work permit has been issued.

More violations include allowing employees to work for other employers without proper authorization or status adjustment, providing false or misleading information, data, or documents to MoHRE, and participating in or facilitating ‘Fake Emiratization’ schemes, which misrepresent Emirati employment figures.
Additionally, the resolution introduces strict measures against business centre employees who exploit or misuse their authorised access to MoHRE’s internal systems, or who enable others to do so. Such acts constitute a breach of governance and government integrity protocols and may lead to disciplinary penalties or referral to the judiciary for prosecution.
Through this resolution, MoHRE reinforces its commitment to creating a transparent, accountable, and secure labour service environment, ensuring that business centers operate within ethical and legal boundaries while protecting the rights of both customers and employees.
