Dubai: Dubai’s Crown Prince, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, has issued Executive Council Resolution No. 81 of 2024 to establish a Succession Planning System for Emirati employees across Dubai’s government sector.
The new succession planning system, aimed at strengthening corporate risk management and ensuring business continuity, delivers a standardized process for identifying and preparing high-performing individuals for key roles.
The resolution demands the Dubai Government Human Resources Department (DGHR) construct a detailed guide outlining the necessary procedures, timelines, and templates for implementation. DGHR will oversee the system’s rollout, updating guidelines as required, and ensuring government departments attach to its processes.
The Succession Planning System will involve all Emirati civilian employees within Dubai government entities, excluding those on temporary or special contracts, secondments, and retirees reappointed in these roles. Employees are to be assigned to succession planning based on departmental strategy, operational needs, and compliance with Emiratization policies.
This initiative also affects coordinating with unit heads and securing the employee’s consent. The Director General of DGHR will allocate directives to support the resolution’s implementation, which is effective as of its publication date in the Official Gazette.
