Dubai: Dubai Municipality has recently unveiled a new online system for building permits and control services, aimed at simplifying procedures for customers within the emirate. Aligned with the updated Dubai Building Code, this initiative is part of the Municipality’s continuous efforts to reinforce Dubai’s status as a global pioneer in adopting cutting-edge technologies within the construction sector.
The newly launched system is designed to deliver smart and integrated services while implementing automated checks through the utilization of Building Information Modelling (BIM). BIM entails creating a digital representation of a building or infrastructure, encompassing its physical and functional characteristics.
By providing these innovative solutions, Dubai Municipality aims to enhance the quality of building permits and control services in the city, ultimately bolstering its competitiveness. The system adheres to the latest BIM standards and geographic information systems, and it facilitates user registration through digital identification and instant recognition. Additionally, it enables smart inspections through various applications and tools, effectively managing building activities. Furthermore, the system encompasses a comprehensive database and detailed maps of buildings that align with Dubai’s digital twinning concept.
This advanced feature enables entities to offer smart services and establishes electronic connectivity with the ‘Dubai Engineering Qualification’ system and other pertinent authorities involved in permit and control procedures.
The initial range of services offered by the new system includes permits for new buildings (initial and final submissions), licensing site preparation processes and drilling, permanent fence permits, self-decoration, self-maintenance, transaction cancellations, and extensions of approved plans’ validity.
Moreover, the system incorporates several monitoring services for construction activities, such as license renewal, periodic inspections, night work permits, and the ability to change consultants or contractors. Dubai Municipality plans to introduce the remaining services in subsequent phases throughout the year.

Mr. Dawoud Al Hajri, Director-General of Dubai Municipality, stated that, “We are pleased to launch the new online platform, which provides advanced digital features for building permits and control services. With the implementation of new technology, our main objective is to enhance the customer experience, while reducing time and costs, and improving the overall quality of the services offered.
To ensure a smooth transition and familiarize consultants and contractors with the required standards, including BIM, Dubai Municipality will conduct training workshops. These workshops will enhance their capabilities and enable them to effectively utilize the new system.
Dubai Municipality’s introduction of the online system for building permits and control services marks a significant step forward in streamlining processes and embracing technological advancements. By leveraging digital solutions, the Municipality is poised to enhance customer experience, boost operational efficiency, and reinforce Dubai’s reputation as a leading global hub for construction and innovation.
