Dubai: As temperatures soar across the country, the Ministry of Human Resources has implemented stricter measures to safeguard workers’ health. Construction companies are now required to provide designated rest areas for outdoor workers during midday breaks, with the ministry conducting inspections to ensure compliance.
Workers must be given a safe, shaded area from 12:30 PM to 3:00 PM, equipped with air conditioning and access to cold, clean water. The ministry also mandates that these rest areas be stocked with basic medical supplies for first aid. This midday break regulation is in effect until September 15, and the rest areas must remain operational during this period. In addition to inspecting these facilities, the ministry will arrange necessary medical examinations for the workers.
Site supervisors are receiving training in basic first aid, while the ministry, in collaboration with government and private entities, is organizing safety awareness programs. Moreover, 6,000 rest centers have been established nationwide for delivery riders to take breaks.
Workers are being educated in multiple languages about the dangers of working in extreme heat and the importance of the midday break. Complaints or violations related to the midday break can be reported through the ministry’s smart systems or by calling the 600590000 hotline.
Midday Break Law Violation
Companies found violating the midday break law will face fines of AED 5,000 per worker. If multiple workers are involved, the fine could increase to AED 50,000. Additionally, the ministry may suspend the company’s files and licenses. In cases of severe violations, the company could be downgraded, leading to restrictions on issuing new visas.
