Abu Dhabi: The Abu Dhabi Film Commission (ADFC), part of the Creative Media Authority (CMA), has introduced significant updates to its long-standing film and TV production Rebate Program.
From January 1, 2025, qualifying productions can receive up to 50% cashback rebates, based on a detailed points-based system and clear guidelines aimed at bolstering Abu Dhabi’s position as a leading global production hub.
With a baseline increase from 30% to 35% announced earlier in October, the new enhancements expand eligibility to additional formats, including reality TV, game shows, short films, and animations, while doubling financial caps for feature films from $5mn to $10mn under the Abu Dhabi Qualifying Production Expenditure (ADQPE).
Productions scoring between 10 and 14 points can gain an extra 2.5% on the baseline rebate, with those scoring 85 points or more eligible for up to 15% additional rebate.
The upgraded scheme rewards productions that incorporate Emirati culture and heritage or employ local talent such as directors, writers, and actors, further supporting the UAE’s creative industries. It also incentivizes full post-production work in Abu Dhabi and filming of entire TV series in the emirate.
ADFC Acting Director General Mohamed Dobay highlighted the program’s role in driving economic and cultural growth. “Our updated rebate reflects Abu Dhabi’s commitment to fostering global interest while safeguarding Emirati heritage. This initiative will create new opportunities for Emirati talent and attract more strategic investments into the local film and TV production ecosystem.”
More than 800 locally-based media companies, 300 of which specialize in production, and a growing pool of 1,000 freelancers stand to benefit from the enhanced rebate.
Additional features include streamlined application processes, extended interim certificate validity to 90 days, and faster rebate payouts within 30 business days.

Sameer Al Jaberi, Head of ADFC, expressed pride in the new guidelines, emphasizing their potential to amplify Emirati narratives and attract global productions.
Bilal Dayani, COO of Eagle Films Media Production, praised the initiative’s streamlined processes and incentives, predicting increased international interest.
The enhanced rebate program also supports a diverse talent pool of young individuals seeking internships and training opportunities, and beneficiaries of the Golden Visa initiative.
In recent years, Abu Dhabi has hosted over 170 major productions, attracting renowned studios such as Warner Bros. Pictures, Legendary Pictures, Disney, Netflix, Paramount Pictures, Yash Raj Films, Tips, Clacket, Eagle Films, and Universal Pictures.
Iconic films shot in the emirate include Dune and Dune: Part Two, F1, Mission: Impossible – Dead Reckoning Part One, Mission: Impossible – Fallout, Star Wars: The Force Awakens, 6 Underground, and Furious 7, along with Bollywood blockbusters like Vikram Vedha, Tiger Zinda Hai, and Bharat.
